Including <pgp> element in ivy-settings.xml causes problems for Ivy plugin in Eclipse

      Description

      The ivy-settings.xml file in the default plugins SDK contains a <pgp> element used for signing jars. However, for Ivy to be able to read this, the ivy.jar needs the bcpgp and bcprov jars on the classpath. This is not a problem for the SDK ant build scripts.

      However for the IvyDE plugin for Eclipse, which as of Liferay IDE 2.0, it now includes, it executes an embedded Ivy.jar and this jar does not have the necessary bcpgp and bcprov jars on the classpath which causes it to fail to read the settings file and breaks all of the IvyDE important features in Eclipse.
