A User is unable to view vocabularies using IE9

      Description

      A user is unable to view vocabularies unless they know the name of that vocabulary to search for.

      1. log into portal as an admin
      2. navigate to site admin > tags
      3. add some vocabularies
      4. refresh the page
      expected results: the list of vocabularies appear
      actual results: message appears "There are no vocabularies."
