Cannot hit localhost on the second node of a clustered bundle

      Steps to reproduce:

      1. Add these lines to portal-ext:
        setup.wizard.enabled=false
        
        plugin.notifications.enabled=false
        
        captcha.max.challenges=-1

      Note Make sure to use the proper IP for mysql

      1. Startup node1 (wait until fully started up)
      2. Startup node2 (same)
      3. Because testing was on EE bundle, deployed cluster license on node1 then node2
      4. Hit localhost:8080 in node1
      5. Hit localhost:8080 in node2

      Expected result:
      Users will be able to hit each localhost:8080.

      Actual result:
      Whichever instance is hit second will throw console errors and a UI error saying "Internal Server Error". See errors in LPS-35077, which are consistent with the attached mysql text file.
