Link to Page type Layout cannot be published when Page Versioning is enabled

      Steps to reproduce

      1. Start a clean Liferay instance
      2. Activate staging with Page Versioning enabled for public pages
      3. Add a Blog, a Wiki page
      4. Add a Link to Page type page and select the Blog page
      5. Verify that in the stage site clicking on the Link page will navigate the browser to the Blog page
      6. Mark Blog and Wiki page as Ready for publication
      7. Select Publish to Live
      8. Select all Pages
      9. Note, that a notification is shown that Link page has no approved revision
      10. Publish the pages

      Expected behavior: all pages should be published to live and Link page should point to Blog page
      Actual behavior: Link page is not published

      There's no way to mark the Link page to be Ready for publication
