Do not show modification options to site administrator if site modification is not allowed by site template.

Steps to reproduce.

1- Make a site template.
2- Make a Organizational Site,apply that site template.
3- Assign a user to it, and make it Organization Administrator only.
4- Login with that organizational administrator.
5- Now on the top of screen you will see a message "This page is linked to a site template which does not allow modifications to it. "
6- On the left panel, options are available to modify the page. So if you add any application to page, an error comes. Then if page is refreshed the added application, disappears.
