DDL List add button will not display with Staging enabled

After creating a DDL List the user will not be able to add a list when staging is enabled.

Steps to reproduce:

1. Enable Local Live Staging
2. Add a DDL portlet
3. Click Add List
4. Add a Data Definition
5. Save the created List

Expected result:
The Data List should now be available and the user should be able to click a button to add the list.

Actual result:
The Data List is not available and the user cannot click to add the list [screenshot].
