Steps to reproduce:
- Navigate to Admin > Control Panel > Portal Settings > Display Settings
- Change the Default Language to Spanish (or something other than what it starts as) > Save
- Navigate to Control Panel - nothing will be in Spanish
- Navigate to the Liferay site - nothing will be in Spanish
- Log out
Expected result: Not sure what to expect, here, but it seems like the language used in Control Panel should be the same as what a guest will see, or that the Portal Settings' default language also covers Control Panel. Perhaps I'm just expecting changing the default Portal Settings language to be more clearly understood as 'the guest language' or that it also apply as the language used in the Control Panel.
Actual result: Only logged out users (guests) will see the Portal Settings language.
