Guest users in different locale cannot change languages.

Steps to reproduce the issue:
1. Login with admin and create a page and add language portlet to that page.
2. Sign out.
3. As a guest, browse the newly created page
4. Click in the Spanish flag to switch the content to Spanish (you will see that the language keys will remain in English)
5. You can click more times in Spanish flags and the page will be refreshed but the content will still appear in English.
This issue happens when locale.prepend.friendly.url.style=3
