My sites does not display sites with only public pages if a property is set

1. set these properties:
   my.sites.show.public.sites.with.no.layouts=false
   my.sites.show.private.sites.with.no.layouts=false
2. Click the "My Sites" dropdown in the toolbar

expected: user should see the default site "Liferay"
actual: no sites show up
