Steps to reproduce:

1. Go to Admin > Site Administration
2. Minimize the menu bar.
3. Check all the content's picture descriptionin the control panel ( Site Pages, Web Content, Site Memberships, Site Settings)

Actual result:
The first contents don't have a hover text.

Expected result:
The first contents has a hover test.
