Cannot access user personal site when he is a member of a user group whose pages are based on a site template

Steps to reproduce the issues:

1. Configure the following portal.properties:
   layout.user.private.layouts.enabled=true
   layout.user.private.layouts.auto.create=false
   layout.user.public.layouts.enabled=true
   layout.user.public.layouts.auto.create=false
2. Go to Control Panel -> Site Templates.
3. Add a New Site Template: Test Site Template.
4. Add some pages to Test Site Template.
5. Go to Control Panel -> User Groups.
6. Add a New User Group : Test User Group.(Select Test Site Template under the Public Pages drop menu)
7. Add a User : test1.
8. Click User Group Property。
9. Select Test User Group.
10. Save。
11. Click Personal site.

When you try to access the following url it fails:
http://localhost:8080/web/test1

However you can access to any page in the personal site and it will work:
http://localhost:8080/web/test1/~/11114/home
