Steps to reproduce:

1. Login as admin.
2. Admin > Site Administration > Users > Site Memberships > Users.
3. Abbreviate the navigate bar.
4. Click the Content icon.

Expected result:
The items of Content show up without searching icon float in it.

Actual result:
The items of Content show up with the searching icon float in it.
