Default portal locale is displayed when adding friendly urls even when that locale is not allowed in that site

Steps to reproduce the issue:

1. Go to Control Panel and check that the default portal locale is English
2. Add a new site.
3. Change the display settings of that site to support only Spanish and Portuguese languages (set Spanish language as default for that site).
4. Add a new page in that site.
5. Edit the page to modify the friendly url.

You will see that the flags that appear in the friendly url field are: English, Ppanish and Portuguese. However, the English flag shouldn't be displayed there because it's not supported in the site.
