When staging is turned on for a site exporting from the site does not use the live group

      Description

      When staging is turned on for a site, if a user exports from that site, the live site should be used for exporting, and the stage should be used for importing.

      This behavior allows the user to restore the live site to the stage without having to turn on and off the staging.

          PASSED Manual Testing using the following steps:

          1. Enable staging on liferay site.
          2. Add some page or portlet on the staging page.
          3. Export liferay site to a lar file.
          4. Add a blank site named "site A" with default site setting.
          5. Import the lar file you created just now.
          6. Check Site A.
          7. Add a blank site named "site B".
          8. Enable staging on site B.
          9. Import the lar file.
          10. Check site B.

          Reproduced on:
          Tomcat 7.0.42 + MySQL 5.5.21. Portal master GIT ID: 8802ba042c9aec9c2edc6beea7ef87bc6098ee4a.

          The stage site is used for exporting, and the live is used for importing.
