Ensure that PortletPreferences are created in the database

      Reproduction steps:

      1. In lifery-portlet.xml search for a portlet with <preferences-unique-per-layout>false</preferences-unique-per-layout> (e.g. Calendar, Blogs, Message Boards)
      2. Put it to a page
      3. Click on the configuraiton icon and choose "Look and Feel"
      4. Change something than save

      Results: It will through an UnsupportedOperationException in the console and it will show an error message: Your settings could not be saved.

      The problem is that the PortletPreferences table doesn't contain the settings for the portlet yet.

      On trunk this issue is fixed by LPS-34033. This ticket is part of a new feature which introduced lot of code changes. It ensures that the preferences are stored when a portlet is added to a page.
      Making 6.1.x consistent to trunk solves this issue.
