Email notifications and recipients fields in adding a report are switched

After adding a report, the emails for the notification and recipient are sent to the wrong person. As in, the notification email gets sent to the recipient and vice versa.

Steps to reproduce:

1. Click Admin > Configuration > Reports Admin
2. Add a definition
3. Click Actions > Add a report near the definition
4. Add an E-mail address to E-mail Notifications
5. Add a different e-mail address to E-mail Recipient
6. Click Generate

Expected result:
Notifications e-mail receives a link with the report and pdf while the receipient e-mail gets a pdf.

Actual result:
Notifications e-mail receives a link with just a pdf and the recipient gets an e-mail with the report link and pdf.
