Flags for creating Panel pages do not function as expected

Steps to Reproduce:

1. Go to Admin > Site Administration > Pages
2. Click Add Page
3. Click on the Panel radio button
4. Click on the plus sign beside Collaboration
5. Click the check box beside Collaboration (this will flag the five portlets under Collaboration)
6. Unflag Wiki

Expected result:
When unflagging Wiki, the flag does not disappear from the check box beside Collaboration. If the user collapses the Collaboration menu, it looks like all the Collaboration portlets will be applied to the page because the check box besides Collaboration is still flagged. This is a minor issue.

Actual result:
Unflagging Wiki should also unflag Collaboration because all of the Collaboration portlets are no longer selected, only four out of the five are.
