Tip for some fields in web content structure can not be displayed.

Tip icon cannot be displayed for some fields.

Steps:

1. Add a Structure.
2. Add 'text' and 'html' into this structure.
3. Edit these two fields in structure and add some 'tip' for both of them.
4. Save the structure.
5. Add a web content with the structure in step1.
Current behavior: there is tip icon behind the 'html' field. However, there is no icon behind the text box.
Expected behavior: All the tips could be displayed when creating web content.

Tip for these fields can be displayed: Date, Decimal, HTML, Image, Integer, Link to Page, Number, Radio,
Tip for these fields cannot be displayed: Boolean, Documents and Media, Select, Text, Text Box.
