Give indication at app server startup whether portal-ext.properties file was read.

      Description

      Liferay seems to be ignoring my portal-ext.properties file. That could point to either of two problems:

      1.) I placed the file in the wrong location – Liferay isn't picking it up.
      2.) I have the file in the right location but the syntax of configuration statements within the file are wrong.

      To help newbies much more quickly troubleshoot this type of problem, it would be great if Liferay, upon app server startup, gave feedback in the console output indicating whether or not it detected/read the portal-ext.properties file. Something like:

      [INFO] Loading file:/C:/myapps/liferay-portal-5.2.3/tomcat-6.0.18/.../WEB-INF/classes/portal-ext.properties
      or
      [INFO] No portal-ext.properties file found; relying on defaults.

      Feedback such as the above helps the newbie quickly figure out whether he needs to relocate the file, or that there's something wrong with the commands in the file.
