Description

Steps to reproduce:
1. Given is a page structure like this in live and staging:

Public Pages
--Welcome

2. Create two new child pages for "Public Pages":

Public Pages
--p2
--p1
--Welcome

3.Publish the new pages only to live and the resulting order will be

Public Pages
--p2
--Welcome
--p1
