      Description

      This issue might seem not important but it is a political issue that is often a blocking issue for our canadian customers.

      As far as I know, Liferay currently only supports fr_FR but not fr_CA, fr_CH, fr_BE for web contents.
      When our customers start using the portal, one of the first complain they have is about the web content locale "Fran├žais (France)". We then just replace the translation for "Fran├žais (Canada)" but Liferay still stores it as fr_FR content. Same issue with I18n servlet. It generates "fr_FR" URLs. If I change it to fr_CA, web content (stored as fr_FR) are not displayed any more.

      It would be great to be able to configure which locale are available for web contents.
