Description
Page Templates used in a Site Templates do not propagate permissions to associated pages.

Steps to Reproduce
1. Create a page template
2. Create a site template
3. Add a page to the site template with that page template from step 1
4. Create a site with the site template
5. Change permissions of template page within the site template
6. Go to associated page of the site and see the permissions

Result
Permissions are not propagated.
