On a smartphone, cannot add content via Asset Publisher as the selected frame gets stuck

Steps to reproduce:

1. Add the Asset Publisher to a page
2. Add multiple portlets to the page so that the page becomes scroll-able.
3. On a smart phone, navigate to the page as an Admin
4. Try to add a Blogs Entry or other content

Expected results:
The iframe will open and the user will be able to scroll through the whole iframe.

Actual results:
The iframe opens and the user cannot scroll beyond a certain point within the iframe, it get stuck and be selected on the page behind the iframe.

Galaxy Nexus + Android 4.2
Android 4.3 Emulator
