      Description

      Liferay 6.2 still uses the old way (html4) to define charset on a page
      <meta content="text/html; charset=UTF-8" http-equiv="content-type" />

      In HTML5, charset should rather be defined using:
      <meta charset="UTF-8">

      Since, this is part of top_head.jsp automatically included by $theme.include($top_head_include) and cannot be easily customized without a hook, it would be great to use the latest specifications.

        I cannot change it any more but this shouldn't be categorized as a bug but rather as an improvement.
