When assigning organizational roles, the search results only return site roles

The Assign Organization Role search, when you click on Actions > Assign Organization Roles in Users and Organizations, returns back only site roles.

Reproduction steps:

1. Create a Regular Organization:
   1. name: Selenium Organization
2. Create an Organization Role:
   1. name: Selenium Organization Name
   2. title: Selenium Organization Title
3. Navigate to Control Panel > Users and Organization
4. Click on Actions > Assign Organization Roles for the 'Selenium Organization'
5. Type the 'Selenium Organization Title' into the search field, and push the search button

Actual result:

1. Displays only the default Site roles

Expected result:

1. Displays only the searched organization role, at least displays organization roles
