Partial logic backport from LPS-42645 to ee-6.2.x to make UI more consistent when uploading user portrait

      LPS-42645 creates a new "Image Uploader" portlet which now accepts the max image size as a parameter.

      As a consequence, UI informative message "upload-images-no-larger-than-x" is shown using the correct limit (the parameter), instead of a .jsp-dependent value.

      This unification fixes a UI flaw on the (now unexisting) edit_user_portrait.jsp, which disappears in 367b644a5835856e376ac0f37b9a32158c8c608e. Prior to this, edit_user_portrait.jsp shown the absolute limit "com.liferay.portal.upload.UploadServletRequestImpl.max.size" which is wrong. Correct limit is "users.image.max.size".

      In ee-6.2.x, this jsp remains with its UI flaw.

      To fix this, a partial backpor of LPS-42645 is required. The only thing to backport is the usage of the same limit for both the informative and the error messages for the specific file edit_user_portrait.jsp. The new portlet and all the neccessary refactorings won't be backported.
