After reordering pages in staging, partial publishing should not update page order in Live

      Description

      The desired solution is to not update the page ordering of the live site unless all the pages selected to publish, because otherwise we do not have enough information to reorder pages properly. If not all the pages selected then every new page on the live get merged to the end of existing pages.

      Steps to reproduce
      1. Create a site S1
      2. Add pages p0, p1, p2, p3, p4 and p5 in that order
      3. Enable local staging
      4. Check that live contains pages p0, p1, p2, p3, p4 and p5 in that order
      5. Go to S1 page management, and move p1 between p3 and p4. New order is: p0, p2, p3, p1, p4 and p5.
      6. Publish p1 to live

      Page order in live is p0, p1, p2, p3, p4 and p5
      Page order is anything different from p0, p1, p2, p3, p4, p5

      7. Publish all the pages to live

      Page order in live is p0, p2, p3, p1, p4, p5
      Page order is anything different from p0, p2, p3, p1, p4, p5
