Steps to reproduce the issue...

1. Sign into Portal as an Administrator
2. Add the Dynamic Display List Display portlet to a page
3. Click "Add List"
4. Name the list "test"
5. Select a Data Definition
6. Choose "To-do" (arbitrary selection)
7. Save
8. Click "Add To-Do"
9. Click Publish
10. Click the Portlet Cog icon > Configuration
11. in the search container with your List, click "Actions > Edit"
12. Click into the Name field
13. Mouse over localization flags (see the recording)
14. Assert the iframe will flash when mousing over each flag
