If a user publishes a Wiki page with an attachment, it will not be published to live. If it existed before activating staging then it will be missing in Staging.

Steps to reproduce:

1. Enable local live staging
2. Add a Wiki portlet and add Wiki Page
3. Add an attachment to the Wiki Page
4. Publish to Live
5. Assert the attachment doesn't display

Expected result:
The Wiki would be published with the attachment

Actual result:
The Wiki is published but not the attachment

Scenario 2

1. Add a Wiki portlet and add Wiki Page
2. Add an attachment to the Wiki Page
3. Enable local live staging
4. Publish to Live
5. Assert the attachment displays in Live, but not in Staging

Expected result:
The Wiki attachment would appear in both Staging and Live

Actual result:
The Wiki attachment only appears in Live
