Browsers affected (using Internet Explorer 11 with Document Mode and User Agent emulation):
Internet Explorer 8-9

Browsers not affected:
Internet Explorer 10-11

Steps to reproduce:
1. Navigate to any of the tabs ("Browse", "All Organizations", "All Users")
2. Click "Export Users"
3. Save download
4. Verify empty users.csv

Expected Results:
users.csv should contain the available users (as when using IE 10 or 11).
