No results when searching users with the 'ANY' criteria while trying to assign users to an Organization

When assigning users to an Organization, when you search for users using the "Any" criteria, no results will return, even though all Active users should return because that is what is set by default.

Steps to Reproduce
1. Add an Organization
2. On the Users and Organizations page, click on Actions > Assign Users
3. Click on the Available tab (note that the users show up)
4. Click search with the 'All' criteria set. All users show up.
5. Change 'All' to 'Any' and search

Expected Result:
All Active users return
Actual Results:
No results are returned.
