      As it is done now, it's very error prone. Fallback keys are registered in an startup action which is far from the Settings theirselves.

      That way, whenever a new Settings class is created, the developer must remember to add code in a different place other than the Settings. If he forgets to do so, the portal may fail and it's not so easy to detect.

      With a new pattern for writing high level settings this can be avoided.
