Replication steps:

1. Add a language porlet and change your portal language to Hebrew
2. Click on gear icon on top of a portlet
3. Click on the plus sign icon (Maximize)
4. Check the right corner of the porlet window, the right arrow is missing (you could switch back to English and there'll be an arrow there)
