CKEditor content text direction is not correct while using mixed locales.

Steps to replicate

1. Set Portal language to English.
2. Add Web Content Display portlet to page.
3. Click [+ Add] > [Basic Web Content]
4. Change the Web Content's Default Language to Arabic.
5. Enter any text into editor. Doesn't have to be Arabic.

Expected Result
Content is displayed RTL in editor.

Actual Result
Content is displayed LTR in editor.
