Adding image from Browse Server in Wiki on Creole format only allows attachments

1. Add or edit a Wiki page (due to LPS-47982 you will have to edit)
2. Click the add image button
3. Click Browse Server

Expected result:
Adding images from documents, attachments and local hard drive are available options

Actual result:
Adding attachments is the only option

Switching over to HTML format will allow the user to use to view the proper Browse Server options. Please see attached animated gif to see Creole's version of Browse Server.
