Layout options are not rendered for the layouts admin portlet because it uses the live groupId instead of the staging groupId

steps to reproduce:

1) Enable local live staging for the Guest site
2) Expand the Pages section in the left menu and select Site Pages
3) Change the p_p_id in the URL to 88
4) Click on the Welcome option

expected result: the manage page menu would appear
actual result: nothing displays

Note: there is no way to navigate to portlet 88 (layouts admin) from the page in 6.2, but 6.1 we can navigate to it via the "manage" menu on the welcome page.
