Unable to navigate back or cancel an order in the shopping cart portlet without using the browser's back button
Steps to Reproduce
1. Go to Shopping Cart Portlet and add items to the catalog.
2. Add any item to the cart
3. notice that the tabs become invisible
actual result: the tabs are not displayed when looking at the cart
expected result: the UI should be consistent.
note: this is a usability issue, because there is no reason why we should be restricting the user from viewing the other tabs if they have the permissions.
