      Background image is used twice when the custom theme uses a relative path in the CSS file

      STEPS TO REPRODUCE
      1) Deploy the attached custom theme
      2) Start Liferay 62.
      3) Deploy the custom theme, and change the theme to the custom theme.
      4) Inspect the element on the web page.
      5) Click the <body> tag to see the css
      6) Note that the relative path is called twice for the background image.
      7) Shut down the portal and add theme.css.fast.load=false to portal ext.
      8) restart the portal and repeat steps 4-6.
      9) Note that the image is pointing to the correct path.

      Note
      In the custom theme, see the custom.css and the custom_01.css file in the css folder for the code that calls the image.

      Expected Behavior: The Background property would also appear as when disabling the css fast load.
      Actual Behavior: The background image property uses the path twice which messes up the theme.
