Users or Site Owners can't see the default DLFileEntryTypes

      Description

      Abstract
      After upgrading from 6.1.20 to 6.2.10, the user is not able to manage the document types

      Reproduction

      1. Launch a 6.1.20 portal
      2. Create a user, assign the default Liferay site to the user
      3. Give the user site owner role
      4. Shut down the servlet container
      5. Point a 6.2.10 instance to the same database, so that it will be upgraded
      6. Login with the user created before
      7. Go to Site Administration -> Content -> Document and Media Library
      8. Go to Manage -> Document Types

      Issue: The popup window is empty
