Back links doesn't work when web.server.host contains custom domain

Fix in LPS-49150 is insufficient.

Steps to reproduce:
1, add alpha.cz into /etc/hosts file to point to local machine NAT address, for example 192.168.1.10
2, specify web.server.host=alpha.cz in portal-ext.properties
3, specify virtual.hosts.valid.hosts=localhost,127.0.0.1,[::1],[0:0:0:0:0:0:0:1] in portal-ext.properties
4, start portal, sign in and go to Control Panel -> Add User

Expected behaviour: back button
Actual behaviour: no back button
