When there are multiple pages of webcontent articles, the control panel lists all of the available pages instead of only the first 3-5 with a next button

      Description

      1) Create 1000 web content articles.
      2) View Web Content in Control Panel

      Expected behavior: Only a few pages will be available at a time. There would be a "Next 5 pages button" or something similar for viewing extra pages.
      Actual Behavior: There are individual links to every page.

      Note: This issue is resolved in Master by LPS-47513.
