Description
It is not possible to attach files to a thread in a Message Board portlet embedded in a jsp.

Steps to reproduce/Testing done

1. Start Liferay and login as Admin
2. Deploy the attached portlet
3. Add the portlet to the page (you may get many errors at this step; refreshing the page allows the portlet to display as intended, LPS-31508 might be related to these errors but is not important for this issue)
4. Click on Post New Thread
5. Click on the Attach Files button located toward the bottom of the page

Results of Testing
Expected behavior: The option to attach files appears and functions correctly
Actual behavior: The option to attach files never appears and clicking on the Attach Files button again takes you away from the Post New Thread page

I also noticed that attempts to actually post the thread do not work in 6.1.x
