The status bar for the staging publish operation only shows up on the master node of the cluster

      Steps to Reproduce

      Initial setup: Assemble an environment containing 2 cluster nodes running on the same server (on ports 8080 and 8081). Enable Local Live staging.

      1. Launch node 1 and wait for the "Server startup" message;
      2. Launch node 2 and wait for the "Server startup" message (node 1 will display the "Accepted view" message);
      3. Log in to Node 1;
      4. Switch to the Staging environment and change the Welcome Page layout to 2/2 (50/50);
      5. Save and Publish;
      6. Switch to the Staging environment and change the Welcome Page layout to 2/2 (30/70);
      7. Save and Publish;
      8. Log in to Node 2 and execute steps 4 to 7;
      9. Kill node 1 portal instance (node 2 will display the "Accepted view" message);
      10. Repeat steps 4 to 7.

      Expected Results
      Publishing Progress Bar is shown during every publication to the Live environment, regardless of cluster node used.

      Actual Results
      Progress bar is shown on node 1, but not on node 2. If node 1 is shutdown, progress bar starts to show on node 2.
