Description:
When display language German is chosen, date and time format does not adhere to user's language
1) Login into a vanilla portal with Admin user test and create another user member of the site, e.g. user1
2) Go to the Welcome page and drag a Notifications and a Blogs portlet on it
3) Navigate to Admin>Site Administration>Configuration>Workflow configuration. Configure the Blogs Entry to Single Approver (Version1)
4) Logout the test user and login with the user1
5) On the top-right corner, click on user1 dropdown menu and select My Account>Display Settings>Language>Deutsch (Deutschland). Save and navigate to the welcome page
6) In the Blogs portlet, click on Blogeintrag hinzufügen. Create a test blog entry and select Zur Publikation einsenden
7) Observe the notification in the Notifications portlet:

user1 sent you a Blogs Entry for review in the workflow and as a tooltip "Mittwoch, September 24, 2014 at 8:18 AM" over "Vor etwa einer Minute"
Expected:
user1 sent you a Blogs Entry for review in the workflow. 24.09.14, 8:18 (or if afternoon time 20:18 - no AM/PM should be used).
