When LDAP export and e-mail verification is enabled verification e-mail is sent twice

Reproduction steps:

1. Set up LDAP authenticaton and enable LDAP export
2. Set "Require strangers to verify their email address?" (Control Panel > Portal Settings > Authentication > General)
3. Make sure you will get the the e-mails
4. Sign out with admin
5. Create account
   You will get an e-mail with your password and an other one for e-mail address verification
6. Sign in with the new user with the password sent in e-mail

Result: You will get a new verification e-mail
Expected result: You don't get an other verification e-mail unless you ask for it.
