Added fields to the web form portlet are disappearing if you try to add the field a second time

Steps
1- Set the following in portal-ext and start SP8

locales=en_CA,fr_CA,pt_BR,es_ES,de_DE,en_US,es_MX,en_DE
locales.enabled=en_CA,fr_CA,pt_BR,es_ES,de_DE,en_US,es_MX,en_DE

2- Add the web form portlet to a page
3- In web form config, add a new field under "Name"
4- Fill out a name for en_US, fr_CA, en_CA
5- Save & Close the configuration
6- Refresh the page and verfiy that the field was added
7- Repeat step 3, add new field under "Name" (above the previously added field)
8- Fill out a name for en_US, fr_CA, en_CA
9- Save & Close the configuration
10- Refresh the page

EXPECTED RESULTS
Both fields would appear in the web form.
ACTUAL RESULTS
The field from step 3 is missing from the web form.
