Drag handles appear on mobile device when pages are unsortable

When creating a page from a site template with out sortable pages, the drag handles still appear on mobile devices.

Steps to reproduce:

1. Go to "Admin" -> "Control Panel"
2. Click on "Sites"
3. Click on "Add" -> "Community Site"
4. Go to "Pages" -> "Site Pages" in Control Panel navigation of newly create "Community Site"
5. Click "Add Page" and add a few pages to the site
6. Go to new "Community Site" on mobile device
7. Click the Navigation hamburger menu
8. Try to drag the "Home" and "Wiki" pages with the drag handles

Expected Results:
Pages should not be draggable without a drag handle present

Actual Results:
Pages appear draggable with a drag handle present
