Steps to reproduce:
1. Add quick note portlet to page
2. See before_refresh attachment
3. Refresh page
4. See after_refresh attachment

Expected result:
Quick note portlet is added to page with options to change color without refresh.

Actual result:
User has to refresh the page before the color options appear.
