User can not add structure with related permission

Steps to reproduce:

1. Add a category "test category" in a site.
2. Add a regular role "editor", with permission defined: Web Content View, Web Content Add Content.
3. Add a regular user "editor01".
4. Assign editor01 to be role "editor".
5. Make this user to be a member of this site.
6. Add a structure "test structure", (give the editor01 permission of add structure & template in WC).
7. Edit default values of "test structure", make the "test category" as a default category.
8. Add "test template" template for "test structure".
9. Add an asset publisher to a page.
10. Logout, login as "editor01".
11. Navigate to the page with asset publisher.
12. Click add new --> "test structure".

Expected result:
"Publish" and "Save as draft" buttons could be seen

Actual result:
Only "Cancel" button displayed.
