Uploading user thumbnail that exceed the DL file size will show FileSizeException in popups

Steps to reproduce:

1. Set dl.file.max.size=1 in portal-ext.properties.
2. Start up the portal.
3. My Acount > Details > Change user thumbnail > Upload image.
4. You could see FileSizeException in popups.

Expected result:
Graceful error message - Please enter a file with a valid file size no larger than *K.

Actual result:
FileSizeException is showed in popups.
